The Mayor calls the meeting to order at 5:40 pm.

We acknowledge that we are on land and surrounded by water, originally inhabited by Indigenous Peoples who have travelled this area since time immemorial. This territory is within the lands honoured by the Wampum Treaties; agreements between the Anishinaabe, Haudenosaunee, Lenni Lenape and allied Nations to peacefully share and care for the resources around the Great Lakes. Specifically, we would like to acknowledge the presence of the Three Fires Confederacy Ojibwe, Odawa, Potawatomi and Huron/Wendat Peoples. We are dedicated to honouring Indigenous history and culture while remaining committed to moving forward respectfully with all First Nations, Inuit and Métis.

There is no pecuniary interest declared by a Member of Council.

The purpose of the meeting is to hear public comments from any affected landowners on the proposed drainage works, as set out in the drainage report filed by Tony Peralta, Drainage Engineer, N.J. Peralta Engineering Ltd, dated August 2, 2024 for the J.C. Smith and McPherson Drains.

The Drainage Superintendent provides an overview on the scope of improvements to the drains as appended on the agenda. He states that there are no delegations presented at this meeting. The Drainage Engineer is present at the meeting for questions. 

The Mayor opens the floor for questions from the Member.

A Member inquires on the initial on site meeting was in 2014, and given the span of time, if another recent site meeting with affected landowners has  occurred.  The Drainage Superintendent explains that there have been additional meetings on site over the years and communication with the affected landowners within the watershed. 

In response to project timeline and scope of work, the Drainage Engineer explains that there was some discussions regarding the initiation of the project and the time of the filed drainage report and at the public information centre, the affected landowners appeared to understand the scope of work and drainage works timeline. 

A Member inquired if the assessments for the proposed drainage works are current to the file date of the drainage report.  The Drainage Superintendent confirmed that the assessments in the Drainage Report are current.

    That Communications - For Information item 1 as listed on the Tuesday, February 25, 2025 Public Council Meeting Agenda, be received.

    That the Report and Specifications for the J.C. Smith & McPherson Drain Improvements (Drains) as prepared by Tony Peralta, P.Eng., of N.J. Peralta Engineering Ltd., dated August 2, 2024 (Drainage Report) be received;

    And that consideration be given to the first and second readings of a provisional by-law to adopt the Drainage Report in accordance with Section 42 of the Drainage Act (Act);

    And further that notice be given to all affected landowners of the Court of Revision to be held on March 25, 2025 at 6:30 pm in accordance with Section 46(1) of the Act, subject to the adoption of the provisional by-law.
