The Deputy Mayor calls the meeting to order at 7:01 pm.

There is no Closed meeting scheduled. 

The Members of Council and Administration observe a Moment of Silence.

The Members of Council and Administration observe the National Anthem of O Canada.

We acknowledge that we are on land and surrounded by water, originally inhabited by Indigenous Peoples who have travelled this area since time immemorial. This territory is within the lands honoured by the Wampum Treaties; agreements between the Anishinaabe, Haudenosaunee, Lenni Lenape and allied Nations to peacefully share and care for the resources around the Great Lakes. Specifically, we would like to acknowledge the presence of the Three Fires Confederacy Ojibwe, Odawa, Potawatomi and Huron/Wendat Peoples. We are dedicated to honouring Indigenous history and culture while remaining committed to moving forward respectfully with all First Nations, Inuit and Métis.

Councillor Tonial declares an interest on agenda item O1. A as he is employed with the Community Support Centre of Essex County.

County Road 43 Expropriation 

A Member advises negotiations for expropriation of County Road 43 to realign with Banwell Road are underway.  

Cada Library  

The Members are apprised the Cada Library renovations are coming along well and anticipate a spring grand opening.

    That Report CRS-2024-06 entitled “Tecumseh Seniors’ Active Living Centre” be received;

    And further that Council direct Administration to return with a signed Agreement at the Regular Council Meeting of March 26, 2024, whereby Council will consider a By-law to authorize the Mayor and Clerk to execute the Community Support Centre of Essex Operating Agreement for the Tecumseh Senior Active Living Centre (made subject to a successful Seniors Active Living Centre grant);

    And further that Council direct Administration to negotiate and return to the Regular Council Meeting of March 26, 2024 (or as soon as possible thereafter) with a new proposed User Agreement with the Golden Age Club whereby Council will consider a By-law to authorize the Mayor and Clerk to execute the new Golden Age Club User Agreement (made subject to a successful Senior Active Living Centre grant).

    That the awarding for the supply and install of a new septic system at the Maidstone Recreation Centre be authorized to proceed as single source negotiation;

    And that cost proposal of $124,510.00 (plus $2,191.38 non-refundable HST) submitted by Glen Knight Septic Tank Service through consultation with Waterloo Biofilter Systems Inc. for the supply and installation of the new septic system at the Maidstone Recreation Centre, be approved;

    And further that the Mayor and Clerk accordingly be authorized to enter into an Agreement satisfactory in form to the Town solicitor for the supply and installation of the new septic system.

    And that By-law 2024-016 be considered for first, second, third and final reading to authorize the Mayor and Clerk to execute an agreement, satisfactory in form to the Town’s Solicitor, with Dillon Consulting Limited.

    And that By-Law 2024-018 be considered for first, second, third and final reading to authorize the Mayor and Clerk to execute an agreement, satisfactory in form to the Town’s Solicitor, with R.C. Spencer Associates Inc.

In response to a Member query, the Chief Administrative Officer advises a report will be presented at the March 12, 2024 Regular Council Meeting in respect of the OPP Detachment Board appointments with options for appointment for Council's consideration.
