COVID-19 Enforcement
The Mayor comments on the number of COVID-19 cases increasing in Essex County. The Chief Administrative Officer (CAO) provides a verbal report on the collaborative and proactive approach to enforcement of the Reopening Ontario Act and its regulations, orders issued by the Medical Officer of Health. She explains the new Provincial Multi-Agency team comprised of police, municipal enforcement officers and health enforcement officers. The Town's partial Emergency Operations Centre has been expanded to include OPP Staff Sergeant Jamie Smith and the Director Planning and Building Services, Brian Hillman, to report out and coordinate with enforcement. She advises that on the agenda By-law 2020-77 designates four staff members as By-law Enforcement Officers with the ability to write tickets and lay fines under the Provincial Offences Act. The CAO comments that a fair bit of resources have been dedicated to enforcement and to ensure compliance to assist in stopping the spread of COVID-19.
Green Acres Optimist Park
A Member raises concern over youth gatherings occurring in the evenings and on weekends at Green Acres Optimist Park and requests enforcement of Provincial Orders limiting outdoor gatherings.. In response to an inquiry, the CAO explains that residents can contact the OPP, the Windsor-Essex County Health Unit, or the Town, if they see Provincial Orders are not being followed.
Ontario Colour Zones - COVID-19 Status
It is requested that the Town's website link to the Windsor-Essex County Health Unit's website for up-to-date information on the local pandemic status.
City of Windsor New Recycling Contract
In response to an inquiry, the Director Public Works & Environmental Services explains the Town will have a new service provider for recycling service starting in December. He explains in the event that there is a delay in a scheduled recycling pick up, notification will be issued through their Recycle Coach App .
Broadband in Rural Areas
A Member suggests that a task force be created, similar to Simcoe County, in an effort to continue to advocate for rural broadband. The Mayor comments about the Southwestern Integrated Fibre Technology (SWIFT) and how they are advocating for rural broadband. The Director Information & Communication Services comments that access to the internet has come to light with COVID-19 and people working from home and virtual school. Administration is attending the Rural Ontario Municipalities Association (ROMA) Conference and one of the session is on broadband services. The Director will provide a report to Council on rural broadband issues and investigate the creation of a task force.
Town of Lakeshore Water Retention Pond and Dust Mitigation
A Member raises concerns expressed by residents on Dresden Road regarding the construction occurring with the Town of Lakeshore's Water Retention Pond on Commercial Boulevard. The construction is creating dust and impacting Tecumseh residents. Councillor Jobin will raise this matter at the next Inter Municipal Committee.
