The Mayor calls the meeting to order at 7:00 pm.

A Closed meeting of Council was held at 4:00 pm in accordance with and as permitted with Section 239 (2) (c)(d)(h) of the Municipal Act, 2001, which states that a meeting or part of a meeting may be closed to the public is the subject matter relates to:

c) discussions concerning a proposed or pending acquisition or disposition of land by the municipality or local board;

d) labour relations or employee negotiations;

h) discussions concerning information explicitly supplied in confidence to the municipality or local board, by Canada, a Province or Territory or a Crown Agency any of them.

At this meeting Council received:

  • An update concerning and relating to information explicitly supplied in confidence to the Municipality by Canada, province or territory or a Crown agency;
  • An update concerning proposed acquisitions of land; and 
  • Council provided direction with respect to a performance review and employment extension of an identifiable employee.

The Members observe a Moment of Silence.

The Members of Council and Administration observe the National Anthem of O Canada.

We acknowledge that we are on land and surrounded by water, originally inhabited by Indigenous Peoples who have travelled this area since time immemorial. This territory is within the lands honoured by the Wampum Treaties; agreements between the Anishinaabe, Haudenosaunee, Lenni Lenape and allied Nations to peacefully share and care for the resources around the Great Lakes. Specifically, we would like to acknowledge the presence of the Three Fires Confederacy Ojibwe, Odawa, Potawatomi and Huron/Wendat Peoples. We are dedicated to honouring Indigenous history and culture while remaining committed to moving forward respectfully with all First Nations, Inuit and Métis.

There is no pecuniary interest declared by a Member of Council.

    And further that Administration report back to Council with a summary of the comments received at the Public Information Centre for consideration in preparing the 8th Concession Road Sanitary Sewer Outlet Area Main and Lateral Charges Cost Recovery Part XII By-Law.

Re: Tax Credit for Firefighters

    Whereas Canada has 90,000 Volunteer firefighters who provide fire and all hazard emergency services to their communities; in addition, approximately 8,000 essential search and rescue volunteers respond to thousands of incidents every year; and

    Whereas many of these individuals receive some form of pay on call, an honorarium, or given some funding to cover expenses, but they do not draw a living wage from firefighting; and

    Whereas without volunteer firefighters and search and rescue volunteers, thousands of communities in Canada would have no fire and emergency response coverage; and 

    Whereas in 2013, the federal government initiated a tax credit recognizing these
    individuals, and calling on the federal government to increase this tax credit from $3,000
    to $10,000; and;

    Whereas volunteer firefighters account for 71% of Canada's total firefighting essential responders:

    • The tax code of Canada currently allows volunteer firefighters and search and
      rescue volunteers to claim a $3,000 tax credit if 200 hours of volunteer services
      were completed in a calendar year;
    • This works out to a mere $450 per year, which we allow these essential
      volunteers to keep of their own income from their regular jobs, $2.25 an hour;
    • If they volunteer more than 200 hours, which many do, this tax credit becomes
      even less;
    • These essential volunteers not only put their lives on the line and give their time,
      training and efforts to Canadians, but they also allow cities and municipalities to
      keep property taxes lower than if paid services were required;
    • It would also help retain these volunteers in a time when volunteerism is decreasing.

    Therefore be it resolved that the Council of the Corporation of the Town of Tecumseh call upon the Government of Canada to support Bill C-310 and enact to increase the amount of the tax credits for volunteer firefighting and search and rescue volunteer services from $3,000 to $10,000 and;

    Furthermore that a copy of the resolution be shared with the Association of Fire Chiefs of Ontario Association of Municipalities and all area municipalities.

Essex County Council

The Deputy Mayor advised at the Wednesday, November 15, 2023 Essex County Council meeting, County Council received the County Wide Active Transportation System Master Plan update, the contract was awarded for Environmental Assessment for County Road 46, and an update received on the County Road Rationalization Study.

    That the granting of draft plan of subdivision approval by the County of Essex (the Approval Authority) for the application filed by 851381 Ontario Limited (County of Essex File No. 37-T-23009) for a 2.9 hectare (7.3 acre) parcel of land located on the south side of County Road 42, approximately 385 metres (1,263 feet) east of its intersection with Banwell Road (County Road 43) which proposes the creation of a business park subdivision consisting of five commercial/industrial blocks and one block for a stormwater management facility, all of which front on a new municipal road extending south from County Road 42, be supported, subject to the inclusion of appropriate conditions as noted in Report DS-2023-23;

    And that the County of Essex be advised of Council’s support for County of Essex File No. 37-T-23009 along with the associated requested conditions of draft plan approval.

OPP Traffic Enforcement

Council provided a request to be circulated to the Police Services Board regarding traffic concerns and additional enforcement at the following locations: Westlake Drive at Chornoby Crescent and McNorton Street at St. Thomas Crescent for vehicles not stopping at the stop sign along with speeding; and Tecumseh Road near Goodlife Fitness for vehicles not stopping for school buses that pick up students at the Daycare Centre.
