The Mayor calls the meeting to order at 5:47 pm.

There is no pecuniary interest declared by a Member of Council.

The purpose of the meeting is to hear comments from any affected landowners on the proposed drainage works, as set out in the Drainage Report filed on March 17, 2021 by Dillion Consulting Limited, for the repair and improvement of the Cyr Drain.

The Drainage Superintendent advised that the Public Information Centre (PIC) held on March 5, 2021 resulted in changes to the report. The affected landowners received the revised drainage report with the notice of consideration that was mailed out. Subsequently, the Town received two calls from landowners identifying new changes to the report. The first change identified was a correction in the minutes of the PIC.  The other change indicated a purchase of land in the watershed.  This change affected the assessment schedule and changes to the revised report were necessary. He explains that the severance that had taken place on the affected property, is not reflected in the report as appended to the agenda.

The Drainage Superintendent recommends that the report be sent back to the drainage engineer for revisions in the report and that a reconsideration meeting be held at a later date.

Mr. John Ly advises he is speaking on behalf his parent's, who own a building on 13300 Desro Drive, and plan to sell the property.  He inquired on the assessment outlined in the report.  The Drainage Superintendent explains how assessment costs are calculated, the completed works to date, and provided an update on remaining works to be completed. The Drainage Superintendent advises Mr. Ly on the legal requirement of notifying the new owners that the property is affected by drainage works and that they will be responsible for the associated maintenance costs.
