The Mayor calls the meeting to order at 7:09 pm.

An electronic closed meeting was held earlier this evening at 6:00 pm in accordance with Section 239 (2) (c) (e) (f)(g) (h) (i) (j) of the Municipal Act, 2001.

At the meeting, Council received advice from the Town’s Legal Council regarding the expropriation of parts of lands for Road Widening, Streetscaping and a Servicing Easement at 12270 Tecumseh Road; and provided direction to Administration in respect of a matter and information explicitly supplied in confidence by the Province.

The moment of silence is waived in light of the electronic holding of this meeting.

The National Anthem is waived in light of the electronic holding of this meeting.

We acknowledge that we are on land and surrounded by water, originally inhabited by Indigenous Peoples who have travelled this area since time immemorial. This territory is within the lands honoured by the Wampum Treaties; agreements between the Anishinaabe, Haudenosaunee, Lenni  Lenape and allied Nations to peacefully share and care for the resources around the Great Lakes. Specifically, we would like to acknowledge the presence of the Three Fires Confederacy Ojibwe, Odawa, Potawatomi and Huron/Wendat Peoples. We are dedicated to honouring Indigenous history and culture while remaining committed to moving forward respectfully with all First Nations, Inuit and Métis.

In response to a request for clarification, the Director Development Services explains the Ontario Land Tribunal appeal has been withdrawn by the appellant. The form of settlement was arrived at between the property owner and the appellant, in which the Town was not involved. Site plan submission is the next step in the process. 

Re: County Participation in the Regional Food and Organics Waste Management Project

In response to a query, the Mayor explains a resolution was passed by Essex County Council as a body stating all County municipalities will participate in the Organics Waste Management Project. An RFP will be produced and the motion will be coming back to Essex County Council to authorize proceeding with the RFP for all seven municipalities.

    That Chief Administrative Officer Report No. CAO-2022-04, respecting the Tecumseh 100th Anniversary Celebration – Legion Mural Project, be received;

    And that By-law 2022-019, being a by-law to authorize the Mayor and the Clerk to execute an agreement with Derkz Murals and Fine Art Inc. for the purposes of creating a mural as an artistic memorial, satisfactory in form and content to the Town’s Solicitor, be adopted;

    And further that By-law 2022-020, being a by-law to authorize the Mayor and the Clerk to execute an agreement with the Royal Canadian Legion, Colonel Paul Poisson, Branch 261 (Legion), satisfactory in form and content to the Town’s Solicitor, for the painting and display of the mural on the Legion’s building located at 12326 Lanoue Street, Tecumseh be adopted.

    That Report CAO-2022-06, respecting the Tecumseh 100th Anniversary Celebration – Windsor Symphony Orchestra Agreement, be received;

    And that By-law No. 2022-021, being a by-law to enter into an agreement with Windsor Symphony Orchestra for the purpose of providing musical performances during the Town’s 100th Anniversary Celebration, be approved;

    And further that the Mayor and Clerk be authorized to execute the Agreement between the Town of Tecumseh and Windsor Symphony Orchestra, satisfactory in form and content to the Town’s Solicitor.

In response to a query, the Director Community & Recreation Services outlines the user groups who will be utilizing the amenity and associated costs. 

Tecumseh Thunder has an operational agreement with the Town and they oversee scheduling of the field. He advises the diamond is heavily used and current configuration of infield provides restrictions. Artificial turf would allow for higher use of the field. 

The proposed construction timelines would not interrupt play next season as anticipated to start late fall 2022 with spring completion. 

He further clarifies the operations of the facility, in lieu of user fees, are absorbed by Tecumseh Thunder. 

Exploring naming rights and sponsorship opportunities are suggested to assist with construction costs.

    That the Bert Lacasse Ball Diamond upgrades capital project be added to the 2022 CRS Parks Capital Works Plan;

    And that the Bert Lacasse Ball Diamond Capital project as outlined in this report, in the amount of $3,321,000 including non refundable HST, be authorized and funded out of the Infrastructure Reserve

    And further that the project management cost of $75,000, be authorized and funded out of the Infrastructure Reserve.

    And furthermore that Administration be authorized to negotiate under single source procurement section 3.4 of the Town’s Purchasing By-law 2021-60, with SFERA Architectural Associates Inc., to undertake Phase 2 of the architectural services work and upon successful negotiations receive approval from CAO and Purchasing Coordinator to enter into an agreement.

    And further that program costs in the amount of $6,000 be funded from the Public Works operating budget as approved in the 2022 Operational Budget.

The Mayor extends an invitation to the Members of Council and Senior Administration to attend the Windsor-Essex Chamber of Commerce Warden's Luncheon and State of County Address given by the Mayor on April 26 at the Ciociaro Club. 

Vaccine Clinic 

The Windsor-Essex County Health Unit will be hosting a walk-in COVID-19 Vaccine Clinic on April 14 at the Tecumseh Arena.
