In response to an inquiry, the Town's by-law enforcement is focused on COVID-19 related matters, and the Chief Building Officer explains that other by-law enforcement complaints such as property standards are being addressed in a timely manner.

A Member comments on the commencement of Police Services Board and The Town of Tecumseh Business Improvement Area (BIA) meetings electronically, and inquires if other advisory committees will be starting e-meetings. The Clerk explains with the recent amendment to the Procedural By-law, advisory committees can meet through alternate means while adhering to Provincial Orders.  The Manager Committee & Community Services is consulting with all advisory committees and the status of their events.  The Clerk advises that some committee members may not have the technology to participate in electronic meetings.

    That a by-law authorizing the execution of the “Gateway Tower Inc.” site plan control agreement, satisfactory in form to the Town’s Solicitor, which allows for the construction of a six-storey apartment building consisting of 99 residential dwelling units and associated parking, landscaping and on-site services/works on a 1.08 hectare (2.68 acre) parcel of land situated at the northeast corner of the Tecumseh Road/Southfield Drive intersection (11870 Tecumseh Road), be adopted, subject to the following occurring prior to the Town’s execution of the Agreement:

    1. final stormwater management design and stormwater management calculations, and associated site service drawings being approved by the Town;
    2. the Owner executing the site plan control agreement; and
    3. the Owner posting security for performance pursuant to paragraph 6.1 of the agreement;

    And that the execution of such further documents as are called for by the site plan control agreement approved above including, but not limited to, the execution of the acknowledgement / direction required to register the site plan control agreement on title to the lands and such other acknowledgements/directions for any related transfers or real property registrations contemplated by the site plan control agreement, by the Mayor and Clerk, be authorized.

    That the Grant Application for the Tecumseh Road Main Street Community Improvement Plan (CIP) Financial Incentive Program, for the property located at 11870 Tecumseh Road (Roll No. 374401000000400), be deemed eligible and approved for the Development Charges Grant Program in the amount of $100,000 in relation to the construction of a six-storey, 99-unit apartment building proposed for the subject property, all of which is in accordance with Section 11.3 (5) of the CIP and with PBS-2020-19.

Ryegate Development 

A member inquired on the status of the Community Improvement Project for the Ryegate development. The Manager Planning Services explains that the Town met with the contractor and the project will be moving forward in the next few weeks.

    Whereas a Declaration of Emergency was made by Mayor Gary McNamara on March 22, 2020, pursuant to the authority granted under subsection 4(1) of the Emergency Management and Civil Protection Act, R.S.O. 1990, c. E.9 due respecting “Management of and to take actions necessary
    for municipal flood issues in accordance with the Tecumseh Emergency Response Plan”.
    And Whereas Administration has been working diligently to prepare for the major threat to the community of inland lake flooding.
    And Whereas residents may need to dispose of additional refuse and materials not ordinarily permitted to be placed for collection (i.e. renovation materials) should an inland flood event occur;
    And Whereas additional collection measures may be required to collect an increased volume of debris;
    Now Therefore Be It Hereby Resolved That in the event of an inland flood event, the Chief Administrative Officer, in consultation with the Director Public Works & Environmental Services, be authorized to:
     1. Further increase the number of garbage bags/containers that may be placed for collection,
     2. Temporarily permit the collection of debris resulting from property damage to be collected (i.e.renovation materials), and increase the number of weekly collections, or engage additional debris collection services.
    And that any financial impact be reported through the quarterly budget variance reports.
