The Mayor calls the meeting to order at 6:31 pm.

Deputy Mayor Joe Bachetti declares a pecuniary interest on Report PBS-2021-26 entitled "Official Plan and Zoning By-law Amendments, GECDSB School, 13810-13814 Tecumseh Road, Scheduling of a Public Meeting," as he is employed by the Windsor-Essex Catholic District School Board.

Councillor Brian Houston declares a pecuniary interest on Report PBS-2021-26 entitled "Official Plan and Zoning By-law Amendments, GECDSB School, 13810-13814 Tecumseh Road, Scheduling of a Public Meeting," as his spouse is employed in an administrative role with the Windsor-Essex Catholic District School Board.

The purpose of the meeting is to hear public comment on the Official Plan and Zoning By-law Amendment applications for the property at 13810-13814 Tecumseh Road.

The Manager Planning Services highlights the details of the property owned by the Greater Essex County District School Board.  He explains the Official Plan and Zoning By-law applications which will facilitate a new two-storey elementary school and daycare facility.  The Manager describes the surrounding area and provides a general overview of the proposed design site. 

In response to an inquiry, the Manager is not aware of any complaints on the school located to the north of the property being crowded or not having enough space. 

Mrs. Giuliana Hinchliffe explains the mission of the school board and the reason for the proposed new public school.  A copy of her speaking notes is filed in the Clerk's office. Mr. John Hrovat reviews the design of the school, parking, traffic flow and greenspace.

Discussion ensues over the proposed location of the school. A Member inquires on the opportunity for synergies with other school boards for additional greenspace.  Mrs. Hinchliffe indicates that this development encourages partnerships with others.

In response to an inquiry, the Manager indicates that the Traffic Study recommends turning lanes entering into the site. He advises that additional details on the property will be addressed through the site plan control process.
