The Mayor calls the meeting to order at 7:00 pm.

An electronic Closed meeting was held earlier today at 4:00 pm and was reported out at the Public Council Meeting at 5:00 pm.

The moment of silence is waived in light of the electronic holding of this meeting.

The National Anthem is waived in light of the electronic holding of this meeting.

We acknowledge that we are on land and surrounded by water, originally inhabited by Indigenous Peoples who have travelled this area since time immemorial. This territory is within the lands honoured by the Wampum Treaties; agreements between the Anishinaabe, Haudenosaunee, Lenni  Lenape and allied Nations to peacefully share and care for the resources around the Great Lakes. Specifically, we would like to acknowledge the presence of the Three Fires Confederacy Ojibwe, Odawa, Potawatomi and Huron/Wendat Peoples. We are dedicated to honouring Indigenous history and culture while remaining committed to moving forward respectfully with all First Nations, Inuit and Métis.

There is no pecuniary interest declared by a Member of Council.

    That a by-law authorizing the execution of the “Greater Essex County District School Board” site plan control agreement, satisfactory in form to the Town’s Solicitor, which allows for the development of a two-storey elementary school and associated outdoor recreation areas, parking, landscaping and on-site services/works on a 2.33 hectare (5.75 acre) parcel of land situated on the north side of Tecumseh Road, approximately 60 metres (200 feet) west of its intersection with Arlington Boulevard (13800 Tecumseh Road), be adopted, subject to the following occurring prior to the Town’s execution of the Agreement:

    1. final stormwater management design and stormwater management calculations, and associated site service drawings being approved by the Town;
    2. the Owner executing the site plan control agreement; and
    3. the Owner posting security for performance pursuant to paragraph 6.1 of the agreement;

    And that the execution of such further documents as are called for by the site plan control agreement approved above including, but not limited to, the execution of the acknowledgement/direction required to register the site plan control agreement on title to the lands and such other acknowledgements/ directions for any related transfers or real property registrations contemplated by the site plan control agreement, by the Mayor and Clerk and minor modifications as the Director Development Services may approve as necessary and appropriate upon conferring with the Town’s Solicitor, be authorized.

Tuesday, April 12, 2022 Regular Council Meeting

The Mayor indicates that the Regular Council Meeting scheduled for Tuesday, April 12, 2022 conflicts with municipal business on this date and requests to move the date of the meeting.

Weston Park

A Member inquires on any plans to install traffic calming measures on North Talbot Road near Weston Park as motorists are speeding around school busses during student drop-off and pick-up times. The Manager indicates that flexible barriers have been purchased and will be installed in key locations throughout the Town installed including Weston Park.  The CAO indicates she will bring this matter to the attention of OPP.
