Recognition of Town of Tecumseh Fire Fighters Ryan MacEachern, Sean McNamara, Tyson Brohman, Dan Redmond, and Conner Tazzman

The Director Fire Services & Fire Chief and the Members of Council express gratitude and recognize the firefighters Ryan MacEachern, Sean McNamara, Tyson Broman, Dan Redmond, and Conner Tazzman for their efforts to assist a senior while off duty. The Mayor is delivering to each firefighter a certificate of recognition for their outstanding efforts.   

Re: Tecumseh Pickleball Association

The Director Parks and Recreation Services highlights the Tecumseh Pickleball Association Lease Agreement and the hours of play for the soon to be constructed pickleball courts.  In response to an inquiry, the Director advises that the public can use the courts if they are available and not in use.

    That Report PRS-2021-11 regarding the Tecumseh Pickleball Association Agreement and Report PRS-2021-12 Lacasse Park Pickleball Complex Naming Rights be moved forward on the Agenda for Council discussion and consideration.

    That Report PRS-2021-11 regarding the Tecumseh Pickleball Association Agreement, be received;

    And that in accordance with Policy No. 91, Outdoor Tennis and Pickleball Club Operations, that a five (5) year Lease Agreement be entered into between the Town of Tecumseh and the Tecumseh Pickleball Association.

    And further that a by-law be prepared to authorize the Mayor and the Clerk to execute the Lease Agreement between the Town of Tecumseh and the Tecumseh Pickleball Association, satisfactory in form to the Town’s Solicitor.

    That approval be given to naming the Lacasse Park Pickleball Courts, as shown in Parks and Recreation Report No. PRS-2021-12, as the “Zekelman Pickleball Complex” for a period of fifteen (15) years, as consideration for their contribution of $100,000;

    And that in accordance with the Town’s Corporate Grants, Sponsorships and Naming Rights Policy 72, the Naming Rights Agreement attached to Report PRS-2021-12 be finalized in form and content to define the roles and responsibilities, fees, duration and other agreed upon terms of the naming rights arrangement to the satisfaction of the Town’s Solicitor;

    And further that the Mayor and Clerk be authorized to execute the aforesaid Agreement by By-law;

    And furthermore that the $100,000 contribution be transferred to the Parks Development Lifecycle Reserve, with the funds applied to the construction costs of the pickleball complex as per the approved PRS-2020-21 “2021-2025 Park Development Five-Year Capital Works Plan”.

Re: Optometrists Withdrawal of OHIP Insured Services


It is recommended:


That the Town of Tecumseh request that the Provincial government recognize the value that access to quality eye care brings to all Ontarians and act now to protect it; and further 


That the Provincial government address the OHIP-insured eye care immediately and enter into legally-binding negotiations with Ontario Optometrists to fund these services at least to the cost of delivery, prior to any job action taking place; and further


That a copy of this resolution be forwarded to Premier Ford, Ontario Minister of Health Christine Elliot, MPP Percy Hatfield, to the Ontario Association of Optometrists, and to all municipalities in Ontario.

    That The Corporation of the Town of Tecumseh renew the Agreement with the Windsor Essex County Humane Society (WECHS) for the provision of cat intake services, at a cost to the Town of $25 for each cat;

    And that the Clerk be authorized to execute the renewal Agreement between the Town and WECHS, for a further one-year term commencing January 1, 2022, and concluding December 31, 2022.

    That borrowing upon 2.00% (estimated) 5-year amortizing debenture in the Principal amount of $537,500 and upon 2.5% (estimated) 10-year amortizing debenture in the Principal amount of $78,500 for the financing of County Road 11 Sanitary Sewer constructions costs for 2021 be approved;

    And that By-laws No. 2021-78 and 2021-79 be adopted to authorize the Mayor and Director Financial Services to issue a 5-year amortizing debenture and 10-year amortizing debenture for $537,500 and $78,500 respectively, in the name of Ontario Infrastructure and Lands Corporation.

    That the project allocation of $65,000 to the Town Hall Expansion Project - Installation of an electric vehicle charging station at the municipal campus, be removed from the approved Municipal Modernization Fund 2019 project list;

    And that $45,000 be reallocated to the Community LED Sign Project;

    And further that Council add to the list of approved projects in the Municipal Modernization Fund 2019, the Clerk Services Review Project with an allocation of $20,000;

    And furthermore that Administration continue to work in partnership with Essex Power researching grant opportunities with the goal of installing electric vehicle charging stations throughout municipal properties.

    That By-Law 2021-79 being a by-law to authorize the borrowing upon amortizing debentures in the principal amount of $78, 500.00 towards the cost of the North Talbot Road Sanitary Sewer.

Oldcastle Heights Subdivision Public Meeting

A Member requests concept drawings and communications to be shared on social media regarding the Public Council Meeting scheduled to be held on Tuesday, November 9, 2021, on the proposed Plan of Subdivision for the  Oldcastle Heights Subdivision at the request of the County of Essex.

Speed Enforcement for Vehicles on Arlington Boulevard

A Member advises of resident complaints  regarding vehicles speeding and erratic driving behaviour on Arlington Boulevard and requests for increased OPP enforcement.  The CAO asks for additional information on when these incidents are occurring to assist with OPP enforcement efforts.

OPP Enforcement on Edgewater and St. Gregory's Intersection

A Member requests OPP traffic enforcement for vehicles failing to stop at the intersection of Edgewater Boulevard and St. Gregory's stop signs.
