Re: Windsor-Essex Community Safety Well-Being Plan 

Mr. Leonardo Gil presents the working draft of the Windsor Essex Community Safety and Well Being Plan (Plan) which has been in development over the past two years.  He remarks on the Plan's framework and research process with the support of the Regional Systems Leadership Table (RSLT). The RSLT engaged with 1900 residents, municipal and sector community groups that provided input into the Plan. He outlines the Plan's four regional priorities and opportunities including: good governance and data, engaged and safe communities; mental health and subsistence abuse support; and financial security and economic equity. 

The Plan will be presented to the City of Windsor and County of Essex for approval and then submitted to the Ministry of the Solicitor General.  

In response to an inquiry, Mr. Gil indicates that affordable housing and access to housing is a top priority in all municipalities. He explains that many people during the consultation process had the sentiment of making sure their children can live and stay in their communities without being priced out of the housing market.

    That the Town of Tecumseh support the Town of LaSalle’s October 12, 2021 resolution supporting the County of Essex’s letter dated September 15, 2021 to the City of Windsor regarding Regional Affordable Housing Strategy and Review of Social Housing Cost Sharing Agreement

    That the Town of Tecumseh support the Council of the Municipality of Leamington’s  September 14, 2021 resolution requesting the Provincial Government to move forward with implementation of the recommendations from AMO contained in its submission to the Long-Term Care COVID-19 Commission and advocating the Federal Government to enhance federal health care funding to the Provinces and Territories specifically dedicating funding to long-term care and to undertake further efforts to  protect, promote and restore the physical and mental well-being of long-term care residents.

    That Report CS-2021-28 entitled “Request for Noise By-Law Exemption – County of Essex for Construction Activities on County Road 42”, be received;

    That the County of Essex be granted an exemption from the Town’s Emission of Sounds By-law No. 2002-07, as amended, commencing March 1, 2022 through to November 30, 2022 during the hours of 8:00 pm to 7:00 am to facilitate construction works on County Road 42 from County Road 19 to the City of Windsor border.

    And that the Town’s 100th Anniversary Celebration planned for July 2022 be approved as the Town’s major event for 2022 in place of the Tecumseh Corn Festival, with consideration of costs referred to the 2022 budget deliberations;

    And further that Administration be directed to defer the Tecumseh Corn Festival to 2023, with consideration for resuming the event during the 2023 budget deliberations.

    That the Grant Application for the Tecumseh Road Main Street Community Improvement Plan (CIP) Financial Incentive Program, for the property located at 12300 Tecumseh Road (Roll No. 374415000004000), be deemed eligible and approved for the:

    1. Planning, Design and Architectural Grant Program in the amount of $3,000 in relation to the preparation of drawings for proposed improvements, renovations and redevelopment of the subject property; and
    2. Residential Grant Program, for a total amount of $40,000 towards the costs associated with the interior renovations of the two existing second floor residential units

    all of which is in accordance with Section 11.3 (5) of the CIP and with PBS-2021-47.

The Director Community & Recreation Services provides a verbal report on the emergency replacement of the HVAC system at the Public Works building.  A Council report will be provided at the November 9, 2021 Regular Council Meeting.
