The Mayor calls the meeting to order at 7:00 pm.

A electronic In-Camera meeting was held earlier this evening at 6:00 pm, which was closed to the public under Section239(3.1) of the Municipal Act, 2001, which permits a meeting, or part of a meeting, to be closed to the public if the following conditions are both satisfied:
1. The meeting is held for the purpose of educating or training the members, and
2. At the meeting, no member discusses or otherwise deals with any matter in a way that materially advances the business or decision-making of the council, local board or committee.

At this meeting, Council received training on the Municipal Freedom of Information and Protection of Privacy Act and Councilors' Records.

A second electronic In Camera Personnel Committee meeting was held at 6:30 pm and was closed to the public in accordance with Section 239 (2)(d) of the Municipal Act, 2001 which permits a meeting, or part of a meeting, to be closed to the public when the subject matter being considered is labour relations or employee negotiations. 

At this meeting, Council gave direction on negotiations with CUPE Locals 702.1 , 702.2 and 702.3 (Full Time Outside and Inside Workers and Part Time Inside Workers) for new collective agreements.

The Moment of Silence is waived in light of the electronic holding of this meeting.

The National Anthem is waived in light of the electronic holding of this meeting.

    Whereas the Federal government has passed a motion to adopt 988, a National three-digit suicide and crisis hotline;

    And Whereas the ongoing COVID-19 pandemic has increased the demand for suicide prevention services by 200 per cent;

    And Whereas existing suicide prevention hotlines require the user to remember a 10-digit number and go through directories or be placed on hold;

    And Whereas in 2022 the United States will have in place a national 988 crisis hotline;

    And Whereas the Town of Tecumseh recognizes that it is a significant and

    important initiative to ensure critical barriers are removed to those in a crisis and seeking help;

    Now therefore be it resolved that The Town of Tecumseh endorses this 988 crisis line initiative; and that Staff be directed to send a letter indicating such support to the local MP, MPP, Federal Minister of Health, the CRTC and local area municipalities to indicate our support.

    And that the resignation of Shane Meloche, as a Director on the Tecumseh Business Improvement Area Board of Management (Board), be accepted;

    And further that Leo Demarce be appointed as a Director to fill the vacancy on the Board;

    And furthermore that an amending by-law be prepared to further amend By-law No. 2019-33 being a by-law to appoint Leo Demarce to the Directors to the Board, be approved.

    That CS-2021-08 entitled “COVID-19 Economic Recovery – Temporary Patios” be received;

    And that By-law No. 2021-18 being a by-law to adopt the Temporary Outdoor Patio Guidelines, as appended to CS-2021-08, and authorize the Chief Building Official to inspect all temporary patios and require adjustments to the patio in order to address compliance with the Guidelines, be approved;

    And further that the extension of existing liquor licenses to temporary patios on private property throughout the Town of Tecumseh be supported for the duration of 2021, provided businesses comply with the Town of Tecumseh’s Temporary Outdoor Patio Guidelines;

    And furthermore that the extension of existing liquor licenses to temporary patios on Town property for the duration of 2021 be supported provided businesses comply with the Town of Tecumseh’s Temporary Outdoor Patio Guidelines and enter into an Encroachment Agreement, in form and content satisfactory to the Town’s Solicitor;

    And furthermore over that the Mayor and the Clerk be authorized to execute an Encroachment Agreement with business owners requesting to encroach onto Town property for a Temporary Outdoor Patio.

    And further that the Mayor and Clerk be authorized to execute the project level transfer payment agreement(s) with the Provincial government upon successful project award, if required.

    And that the Banner Sponsorship Agreement constitute an agreement in accordance with paragraph 2.10 of the Sign By-Law No. 2018-33, as amended (Sign By-Law);

    And further that the Tecumseh Recreational Soccer Club have the right to request a renewal of the Banner Sponsorship Agreement in writing at least six (6) months before expiration, for a further five (5) years;

    And furthermore that a by-law be prepared authorizing the Mayor and the Clerk to execute the Banner Sponsorship Agreement, satisfactory in form to the Town’s Solicitor.

    That a five (5) year Banner Sponsorship Agreement commencing April 1, 2021 and ending March 31, 2026, between The Corporation of the Town of Tecumseh (Town) and Tecumseh Soccer Club (Club) be approved;

    And that the Banner Sponsorship Agreement constitute an agreement in accordance with paragraph 2.10 of the Sign By-Law No. 2018-33, as amended (Sign By-law);

    And further that the Club have the right to request a renewal of the Banner Sponsorship Agreement in writing at least six (6) months before expiration, for a further five (5) years;

    And furthermore that the Club be allowed to place a storage shed on the Buster Reaume Park lands under agreement with the Town, for the exclusive use of the Club, in a location and of a design and construction that is agreeable to the Director Parks & Recreation and the Club and at the Club’s sole cost;

    And further moreover that a by-law be prepared authorizing the Mayor and the Clerk to execute the Banner Sponsorship Agreement satisfactory in form to the Town’s Solicitor.

    That Report PBS-2021-13, entitled “Housekeeping Amendment to Sandwich South Zoning By-law 85-18, Restriction of Cannabis Greenhouse Operations in the Agricultural (A) Zone in accordance with the Policies of the Tecumseh New Official Plan, Scheduling of a Public Meeting”, be approved;

    And that the scheduling of a public meeting, to be held on April 27, 2021, in accordance with the Planning Act, for the proposed housekeeping zoning by-law amendment to the Sandwich South Zoning By-law 85-18 to restrict cannabis greenhouse operations in the Agricultural (A) zone, in accordance with the policies of the Tecumseh new Official Plan, be authorized;

    And further that a by-law making the development of new mushroom, greenhouse and cannabis greenhouse operations subject to site plan control in accordance with Section 10.4.3 of the new Tecumseh Official Plan, be adopted.

    That the scheduling of a public meeting, on April 27, 2021 at 5:00 p.m., in accordance with the Planning Act, for the application submitted by Dana Azar to amend the Sandwich South Zoning By-law 85-18 by rezoning a 0.47 hectare (1.16 acre) property situated on the west side of the 11th Concession Road, approximately 120 metres (393 feet) south of its intersection with County Road 42 (3425 11th Concession Road), from “Agricultural Zone (A)” to a site-specific “Residential Zone 1 (R1-19)” in order to establish specific minimum lot area and frontage provisions to facilitate the creation of three new residential lots and the future construction of three single-unit dwellings, be authorized.

Recycling Collection

Gratitude is expressed to the City of Windsor recycling crews for their efforts last week to secure bins to prevent them from blowing away. 

Off Leash Dogs at Parks 

A Member comments on the complaints received on dogs off leash at Lakewood and McAuliffe Park and the number to call to file a complaint.  A request for additional communications be posted on the Town's website and social media regarding the rules for dogs in parks.   The Clerk advises residents can call the Town's Dog Control Officer, which the phone number is provided on the Town's website, with the location and time of the incident. The Dog Control Officer will be dispatched to those areas. The CAO provides a review of by-law enforcement processes and the ongoing communications provided on social media.

Garbage Refuse at Lakewood Park

A request was made for additional garbage refuse containers to be placed near the benches at Lakewood Park.

Recognition of Indigenous Heritage

A Member requests for information on how the Town can recognize traditional Indigenous land within the Town.
