The Closed meeting was held earlier this afternoon at 4:00 pm and was reported on at the Public Council meeting at 5:30 pm.

Re: Lakewood Park Concession

Keith Rajsigl expresses his gratitude for the opportunity to provide food and beverage service at Lakewood Park.

A Member inquires on the extent of the renovations for food service as the building has a historical significance.  The Director explains that the renovations proposed are for the interior such as new flooring, and any improvements to the building will be subject to the approval of the Town.

    That Report PRS-2021-10 Lakewood Park Food and Beverage Concession RFP Award, be received;

    And that the Lakewood Concession Lease Agreement between the Town of Tecumseh and Keith Rajsigl, owner of 2759098 Ontario Inc., attached to Report PRS 2021-10 be finalized in form and content to define the roles and responsibilities, fees, duration and other agreed upon terms to the satisfaction of the Town’s Solicitor;

    And further that the Mayor and Clerk be authorized to execute the aforesaid Agreement by By-law.

Re: 2022 Police and Police Services Board Budget

Christopher Hales, is joined by OPP Inspector Glenn Miller, to present the Police and Police Services Board budget for 2022. An overview of policing in Ontario, legislative amendments to the Police Services Act, calls for service, and initiatives for the upcoming year are provided.

A Member requests increased OPP traffic enforcement within Ward 2 of the Town. 

In response to an inquiry regarding publicly sharing the data collected from the speed trailers, the Manager Public Works & Transportation explains that the data collected is presented in an annual report to Council at the beginning of the year. The Police Services Board Chair advises that the OPP Monthly reports are published in the Police Services Board Agendas on the Town's website.  

A Member comments on the 30 percent decrease in calls for service within the Town.  OPP Inspector Glenn Miller explains the decrease in call for services is a result of 9-1-1 misdial calls being mitigated to the OPP Communication Centre instead of the Town.

    And further that the projected expenses for the Tecumseh 100th  Anniversary Celebration be referred to the 2022 budget deliberations.

    And that the Public Works/Water administration building HVAC unit emergency replacement as outlined in Report No. PRS-2021-17, in the amount of $20,000 net of refundable HST, be authorized for funding from the Buildings Lifecycle Reserve.

    That By-law No. 2021-87 being a by-law to authorize the Mayor and Clerk to execute a Consent Agreement between The Corporation of the Town of Tecumseh and Clement Lachance and Jeannette Laura Bernadette Lachance, which facilitates the future construction of an access culvert across a municipal drain on the property located at 11945 Intersection Road in order to satisfy conditions 6 and 7 of consent application B-09-20, satisfactory in form to the Town’s Solicitor, be adopted;

    And that the execution of such further documents as are called for by the Consent Agreement approved above including, but not limited to, the execution of the acknowledgement/direction required to register the Consent Agreement on title to the lands and such other acknowledgements/directions for any related transfers or real property registrations contemplated by the consent agreement, by the Mayor and Clerk, be authorized.
