Re: Future Direction of the Tecumseh Corn Festival

Director Parks and Recreation Services presents the PowerPoint presentation titled Future Direction of the Tecumseh Corn Festival.  He explains the results of the review and public consultation which comprised of Council, community members, current festival working group, OPP, and municipal staff. The Director announces that the Tecumseh Corn Festival is a 2020 award recipient, being named one of the Top 100 festivals in Ontario by Festival and Events Ontario. This award represents festivals that excel in the industry.  The festival has been operating for 17 years.   

The Tecumseh Corn Festival is scheduled for Friday, August 28 to Sunday, August 30, 2020. Details on the event can be found in Report PRS-2020-09.

The Director explains that the COVID-19 pandemic has cancelled or rescheduled events across Ontario. He advises that all commitments with vendors have been put on hold and Administration has contingency plans in place depending on the outcome of the pandemic to ensure fiscal responsibility. 

The Members discuss the options to hosting the festival.  The Chief Administrative Officer explains the options are contingent on the Province lifting restrictions on social distancing, large crowd gatherings, and the prohibition on non-essential workplaces in the upcoming weeks.  The Members encourage a cautious and conservative approach when making a final decision on whether to proceed with the festival.

    That Report PRS-2020-09 with respect to the future direction of the Tecumseh Corn Festival be received;

    And that Council approve Administration to move forward with the proposed 2020 Tecumseh Corn Festival program inclusive of the removal of admission fees as outlined in Report PRS-2020-09;

    And further that the Chief Administrative Officer be delegated the authority to reduce the scope of the 2020 Corn Festival by May 29, 2020 or cancel the 2020 Corn Festival by June 30, 2020, in accordance with the criteria set out in Report PRS-2020-09.

    That Report CS-2020-12 entitled Delegation of Authority during a Declared Emergency By-law - Update, be received;

    And that By-law No. 2020-33 being a by-law to amend the authorities delegated during a declared emergency, be adopted.

A member raised consideration for the contact to be one-year agreement as it is consistent with the Town's past practice. The Director Corporate Services and Clerk advises that the request for a three-year agreement is based on agriculture practices in the ability for the farmer to prepare the lands for the following crop year.

    That The Corporation of the Town of Tecumseh (Town) enter into a one-year term Lease Agreement with Olinda Farms Inc. (Olinda) to farm the Town’s 18 acres of farmland located on the south side of Baseline Road, be approved;

    And that the Mayor and the Clerk be authorized to execute a Farm Lease Agreement between the Town and Olinda for the 2020 Crop Year.

Councillor Dowie advises the Members that he is appointed to the Essex County Library Board and receives compensation for attendance and mileage which is not reflected in the report.  The Mayor indicates that the remuneration for the Library Board is reported through the County of Essex and not the Town.

    That the Grant Application for the Tecumseh Road Main Street Community Improvement Plan (CIP) Financial Incentive Program, for the property located at 1033 Lesperance Road (Roll No. 374406000005400), be deemed eligible and approved for the following CIP Grant Programs:

    1. The Parking Area Improvement Grant Program, for a total amount of $8,950 toward the parking lot improvements being proposed; and
    2. The Building Façade Improvement Grant, for a total amount of $3,416 toward the building façade improvements being proposed;

      all of which is in accordance with Section 11.3 (5) of the CIP, and PBS-2020-15.

State of Emergencies

The Mayor extends gratitude to the community for following the advice of public health officials to keep everyone safe. The Town is experiencing two states of emergency with the COVID-19 pandemic and potential inland flooding. Residents are encouraged to visit the Town's website for daily updates on information.  Seniors are encouraged to register with the Town in case of evacuation as a result of inland flooding.

Fibre Optics Installation

A Member extends thanks to Administration for contacting MNSI and advising that some properties still require repairs as a result of the fibre optics installation during the winter months.
