The Mayor calls the meeting to order at 5:00 pm.

We acknowledge that we are on land and surrounded by water, originally inhabited by Indigenous Peoples who have travelled this area since time immemorial. This territory is within the lands honoured by the Wampum Treaties; agreements between the Anishinaabe, Haudenosaunee, Lenni Lenape and allied Nations to peacefully share and care for the resources around the Great Lakes. Specifically, we would like to acknowledge the presence of the Three Fires Confederacy Ojibwe, Odawa, Potawatomi and Huron/Wendat Peoples. We are dedicated to honouring Indigenous history and culture while remaining committed to moving forward respectfully with all First Nations, Inuit and Métis.

There is no pecuniary interest declared by a Member of Council.

The purpose of the meeting is to hear public comment on Tecumseh's Official Plan (Tecumseh OP) which contains policies that encourage the use of Community Improvement Plans in order to revitalize residential, commercial and industrial sections of the Town and as a means to foster economic development in accordance with Section 28 of the Planning Act. The policies are proposed to be amended to establish that the associated Community Improvement Area shall comprise the entirety of the municipality rather than only Settlement Areas, as is currently the case. This revised approach will provide the Town with greater flexibility in administering the range of Community Improvement Policies and extend the area within which individual community improvement project areas may be designated by by-law.

The Director Development Services presents an overview of the report as appended to the agenda.  The Mayor opens the floor to questions.  There are no questions from the Members.

    That Report DS-2022-36 entitled “Official Plan Amendment No. 4, Revision to Community Improvement Policies”, be received;

    And that, barring any unresolvable issues raised at the August 9, 5:30 p.m. Statutory Public Meeting, the following is recommended at the August 9, 2022 7:00 p.m. Regular Council Meeting:

    1. That a by-law having the effect of amending the Tecumseh Official Plan by revising the wording in Section 10.8 Community Improvement in order to establish that the associated Community Improvement Area shall comprise the entirety of the municipality rather than the Settlement Areas, in keeping with DS-2022-36, be adopted;
    2. And that a by-law having the effect of designating the whole of the Town as a Community Improvement Project Area for the purpose of establishing a Community Improvement Plan or multiple Plans respecting the revitalization, redevelopment, and enhancement of the entire area or any portion of the area, in keeping with DS-2022-36, be adopted.
